A European discussion on customs, innovation and the future of small postal administrations

The Vatican City State Postal and Philatelic Service at the RADAR Circle CEO Forum 2026

A delegation from Vatican City State, represented by the Director of Telecommunications and Information Technology Services and the Head of the Postal and Philatelic Service, took part in the RADAR Circle CEO Forum, the annual meeting that brings together the senior executives of Europe’s small and medium-sized postal administrations. The event was held on September 2 in Mellieħa, as part of a day of discussions organized by PostEurop and MaltaPost.

Throughout the day, participants addressed the main changes affecting the postal sector, with particular attention to the growth of cross-border e-commerce, the digitalization of services, and the evolving customs regulatory framework.

The new customs regulations, both in the United States and in Europe, represent one of the main challenges facing postal administrations, particularly smaller ones, which must rapidly adapt their procedures, systems, and relations with the relevant authorities.

Discussions among the participating postal administrations revealed a common picture: a decline in traditional mail volumes, increased competition in the parcel and e-commerce sectors, and growing regulatory complexity.

The participation of Vatican Post confirms Vatican City State’s commitment to maintaining active cooperation with European postal networks. In a sector undergoing continuous transformation, the sharing of experience, expertise, and best practices is an important means of addressing the challenges of the future.
